The TEA puts the applicant seeking a license through a long and extremely thorough process. Once the applicant has met all academic, fiscal, and operational planning requirements for a charter school and has completed a TEA board interview, the charter may be granted. This is just the beginning step TEA takes to see the charter school succeed. In order to provide meaningful oversight, TEA has established requirements for financial integrity, public accountability and transparency.<\/p>\n\n        <div class=\"section\">\n            <h2>Future Reports<\/h2>\n            <p>Future posts to this section will include PTAA Public Schools reports meeting TEA requirements: TAPR, district accreditation status, campus performance objectives, information on violent or criminal incidents, and information on the performance of the previous year\u2019s graduates in their first year of college, as reported by the Texas Higher Education Coordinating Board.<\/p>\n            <p>Additionally, future posts will include Federal Report Cards. It is a requirement for each Local Education Agency receiving Title 1, Part A funding to:<\/p>\n            <ol>\n                <li>Post direct links to the State, LEA, and campus report cards on its website,<\/li>\n                <li>Make hard copies available to parents on request,<\/li>\n                <li>Make hard copies available for viewing in public locations, and<\/li>\n                <li>Notify parents of ALL students about the availability of the report cards and the options for obtaining them.<\/li>\n            <\/ol>\n        <\/div>\n\n        <div class=\"section\">\n            <h2>Financial Oversight<\/h2>\n            <p>Financial Integrity Rating of Texas state\u2019s financial accountability system for charter schools, known as Charter FIRST, ensures that Texas public charter schools are held accountable for the quality of their financial management practices. The system is designed to encourage Texas public charter schools to provide the maximum allocation possible for direct instructional purposes.<\/p>\n            <p>Each year, charter schools and districts must have their annual financial report audited by an independent auditor. The resulting annual financial and compliance report must then be submitted to TEA for review. The TAPR combines details of district and campus academic performance with financial reports and information about staff, programs, and demographics.<\/p>\n            <p>The Texas Education Code (TEC), \u00a739.306, requires each district\u2019s board of trustees to hold a public hearing to discuss the district\u2019s annual report within 90 days of receiving the TAPR. Within two weeks following the public meeting, each district must widely publish its annual report, including posting it on the district website and other public places. The hearing may be combined with a regularly scheduled meeting of the local board of trustees.<\/p>\n            <p class=\"heading-md\">In addition to the TAPR, other reports will be posted: Federal Report Card, State Accountability Ratings<\/p>\n        <\/div>\n\n        <div class=\"section\">\n            <h2>Community and Student Engagement Reports<\/h2>\n            <p>House Bill 5 of the 83rd Texas Legislative Session included a local evaluation requirement that is referred to as Community and Student Engagement. The statute requires each district to evaluate and designate a performance rating for the district and each of its campuses in the district based on criteria set by a local committee (TEC 39.0545). The law requires that each district and each campus be assigned a rating of exemplary, recognized, acceptable, or unacceptable. The district and campus performance ratings must be reported annually to TEA through PEIMS, and made publicly available by August 8 of each year beginning with the 2013\u201314 school year.<\/p>\n            <p>The statute provides nine factors for which the district and each campus must be evaluated:<\/p>\n            <ul>\n                <li>Fine arts<\/li>\n                <li>Wellness and physical education<\/li>\n                <li>Community and parental involvement<\/li>\n                <li>21st-century workforce development program<\/li>\n                <li>2nd language acquisition program<\/li>\n                <li>Digital learning environment<\/li>\n                <li>Dropout prevention strategies<\/li>\n                <li>Educational programs for GT students<\/li>\n                <li>Compliance with statutory reporting and policy requirements<\/li>\n            <\/ul>\n        <\/div>\n\n        <div class=\"section\">\n            <h2>Non-discrimination Statement as Part of the School\u2019s Admission Policy<\/h2>\n            <p>It is the policy of Pioneer Technology & Arts Academy (PTAA) to comply with all state and federal
